Portland's Festival of Flowers
If you feel like braving the crowds or happen to be out shopping downtown check out the Festival of Flowers (one of the many Rose Festival Events) at Pioneer Courthouse Square. The installation this year is called "circles squared" and it's comprised of about 20,000 flowers and plants. The event is free and you can walk amongst the installation and smell the roses!
I highly recommend taking the Max train downtown during the Rose Festival unless of course you are already staying downtown.
