Off the top of my head, here are a few great, yet cheap, places to eat in downtown Reno that aren't chains and aren't in casinos:

Beto's - authentic Mexican food.  Carnitas tostada & carne asada tacos are my favorite.  I also like the Wet Burrito when I'm feeling saucy.  Cheap and tasty.  575 W 5th St  - 775.324.0632.

As many well-fed travelers know, the best place to get a meal is to follow the locals to their favorites for either vittles or fine dining .  Though Reno has numerous great places to eat, many are within a few of miles of the downtown area.
